Your policy only applies to part of your mail
ATTENTIONWhat it means
The reports show pct=N, so receivers apply your policy to roughly N% of failing messages and deliver the other N% as if you had published nothing. Anyone sending as example.com simply retries until they land in the untreated share.
How to fix it
Once a week of reports looks clean, remove the pct tag entirely. It is a ramp for a rollout, not a setting to leave behind.
