With no p tag, receivers treat the record as p=none, monitoring only. The record is valid, which is exactly why this goes unnoticed: it looks like protection and blocks nothing.
How to fix it
State the policy explicitly. Add p=none while you review reports, then move to p=quarantine and p=reject.
