Reports for example.com are addressed to example.net, a different domain. Receivers only send them if example.net publishes permission, and it does not, so those reports are being dropped by every receiver, silently.
How to fix it
Ask example.net to publish a TXT record at example.com._report._dmarc.example.net containing v=DMARC1
