t=y tells receivers to apply p=none no matter what your policy says. Your record advertises p=none and delivers nothing of the sort, this is the single most common way a domain believes it is protected and is not.
How to fix it
Remove t=y once your rollout is validated. The policy takes effect the moment you do.
